Foreign Language Assistance Act of 2001 - Within the No Child Left Behind Act of 2001, this program provides three-year grants to state or local education agencies to fund 50% per fiscal year the cost of establishing or expanding foreign-language programs in elementary and secondary schools. Programs must meet specified criteria, and special consideration will be given to applications that fund programs with certain components such as intensive summer foreign language professional-development institutes. The act also provides grants to public elementary schools through the Foreign Language Incentive Program, in which schools receiving funds must provide at least 45 minutes of foreign-language instruction at least four days a week throughout the school year.
