The report documents the impact of budget cuts, high-stakes testing and the implementation of No Child Left Behind on actual student participation in music education programs. For instance, while total student population increased by 5.8%, then percentage of all California students involved in music education courses declined by 50%. The number of music teachers declined by 28%. The authors offer recommendations for state leaders, including to examine the cause for the decline in music education participation, and present their own solutions. Suggestions also are presented for local leaders, educators and citizens.
