State Dual Enrollment Policies: Addressing Access and Quality - This information-packed report includes a 50-state matrix of dual enrollment policies, with information on: (1) levels of state oversight; (2) target population; admissions requirements related to both (3) student grade level and (4) academics; (5) program location (at college campus, high school or both); (6) student mix (whether students take courses with college students, with only high school students, or both); (7) instructor qualifications; (8) approval requirements or limits on course content; (9) who pays tuition; and (10) who funds. The authors find that state policies vary widely in the degree to which dual enrollment programs are regulated. No state had policies addressing all 10 of the areas identified, while 12 states had no state-level policies addressing dual enrollment. (Melinda Mechur Karp, Thomas R. Bailey, Katherine L. Hughes and Baranda J. Fermin, U.S. Department of Education, September 2004)...
