Transforming the American High School: New Directions for State and Local Policy - High schools are providing pathways to nowhere for many students instead of pathways to college for all students, according to the author. He suggests accelerating current reform efforts by: (1) providing immediate, intensive help to the lowest-performing high schools; (2) providing incentives for creating small high schools and small learning environments; and (3) creating new models of schools and youth pathways.
