Do Lotteries Hurt the Poor? Well, Yes and No - This paper is a summary of the testimony of Professor Charles T. Clotfelter of Duke University to the North Carolina House Select Committee on a State Lottery. In his testimony, Clotfelter attempts to answer the question of whether state lotteries negatively impact the poor more so than other economic groups.
