Document Number: 5572 Student Discipline: Individuals With Disabilities Education Act - This report examines the impact of serious student misconduct on schools, whether the impact is attributable to special education or regular education students, any differences in discipline between the two groups and what role the Individuals with Disabilities Education Act (IDEA) plays in schools’ ability to properly discipline students with disabilities. Regular education students account for more total incidents of misconduct, though special education students have a much higher rate of misconduct. Principals report taking similar disciplinary actions with both groups. IDEA has a limited role in school discipline, as 86% of principals report operating under local policies providing protections for special education students exceeding those found in IDEA.
