Document Number: 5574 IDEA Reauthorization: Challenging Behavior and Students with Disabilities - This paper contains an overview of discipline provisions in the Individuals with Disabilities Act (IDEA), followed by a summary of the cessation of services aspect of IDEA, arguing it decreases the number of dropouts, who cost the United States $200 billion in lost earnings and taxes each year. Special education students have higher dropout rates than regular education students. Information is included on positive behavioral intervention strategies and supports as an effective approach to prevent serious and repeated disciplinary infractions and interim alternative-education settings as short-term solutions for dealing with students who don’t respond to positive behavior interventions, strategies and supports.
