Standards-based Middle Grades Reform in Six Urban Districts, 1995-2001 - This report outlines the experiences and lessons learned in six urban districts Chattanooga, Corpus Christi, Long Beach, Louisville, Minneapolis and San Diego participating in a reform program that anticipated No Child Left Behind in several aspects, including requiring assessments, setting performance goals, identifying low-performing schools and more. One finding: while the foundation relentlessly attempted to communicate to the districts that higher test scores could best be achieved through solid instruction, and that such instruction could be delivered only as part of fundamental school reform, the districts demonstrated varying abilities to align their actions with this.
