Quality Counts 2005: No Small Change: Targeting Money Toward Student Performance - In 2005, Education Week’s annual report on the state of public education examines state funding for public education. Articles address school finance lawsuits and equity, linking spending and academic achievement, student-based funding systems, teacher performance pay, charter school finance, adequacy/core cost, 50-state school finance snapshots and more. The “State of the States” section gives a letter grade to each of the 50 states based on National Assessment of Educational Progress (NAEP) results as well as indicators in four areas: standards and accountability, efforts to improve teacher quality, school climate and equitable distribution of resources.
