Document Number: 6018 Education Evolution: The Need To Keep Pace with Development of K-12 Online Learning - Online learning programs vary significantly from one another in terms of quality, funding, purpose, governance and geographic reach. Using data from a recent study of distance education policies in 11 states, this paper discusses quality, funding, access and equity, accountability and oversight, and research and evaluation data in detail. The brief recommends that states develop state-level guidance specifically for online education programs and implement policies for cyberschools to address students’ special needs. (John F.
