Respondents listed rising health-care costs as their biggest concern, 94% either agreed or strongly agreed that the cost of providing health care to their district employees was rising faster than district revenues and 68% either agreed or strongly agreed that the rising costs have negatively affected the ability of their district to provide academic services to students.
