State Involvement in School Restructuring Under No Child Left Behind in the 2004-05 School Year PDF - No Child Left Behind (NCLB) requires that if a school does not make adequate yearly progress (AYP) for five consecutive years, its district must create a plan to restructure the school and implement the plan on the sixth year of not making AYP.
