Executive Summary: Interim Report for the Study of State and Local Implementation and Impact of the Individuals with Disabilities Act (IDEA) (2002-2003 School Year) PDF - When the U.S. Congress passed the IDEA amendments in 1997, it authorized an evaluation to track progress at the state and local levels on the expanded goals of the legislation. This executive summary presents key implementation findings based upon data collected during the 2002-03 school year for each of nine topics of congressional interest.
