Document Number: 6657Declining Share of Adults Receiving Training under WIA are Low-Income or Disadvantaged - The Workforce Investment Act of 1998 (WIA) replaced the Job Force Training Partnership Act and substantially altered federally funded job training and other employment-related services for adults, dislocated workers and youth. This brief presents evidence that among adults participating in training, a declining share is low-income and disadvantaged. The authors consider possible explanations for the decline and make recommendations for WIA reauthorization and state local action to increase the share of training and resources directed to this population.
