Framing the Engineering Outsourcing Debate: Placing the United States on a Level Playing Field with China and India - This report argues that recent articles and reports comparing the large numbers of engineers graduating in China and India to the smaller number graduating in the United States are providing an inaccurate or incomplete story. The report concludes that a comparison of like-to-like data suggests that the United States produces a highly significant number of engineers, computer scientists and information technology specialists, and remains competitive in global markets.
