Document Number: 7017 Expanding College Access: The Impact of State Finance Strategies - This report examines the impact of state finance strategies on high school graduation rates and college access, particularly in the areas of tuition, need-based grants and non-need grants. The report considers two main factors – academic preparation and financial access – for assessing the impact of state finance strategies. The report provides a review of prior access studies, describes a new conceptual model for assessing the impact of state finance strategies, gives analysis of the impact of state finance strategies, offers simulations of alternative state and federal finance strategies and provides recommendations regarding finance strategies.
