Document Number: 7036 Rethinking High School Graduation Rates and Trends - This report proposes that the oft-cited statistics of a national overall graduation rate of 66%, and a 50% graduation rate among minorities, are false. The actual graduation rate, say the authors, is about 75% for African American and Hispanic students and 82% overall for the nation. In addition, the study finds that high school completion has been increasing and dropouts declining for over 40 years, although such improvements have been modest over the last 10 years or so.
