Document Number: 7076 The State of State Standards - This report examines the quality of state academic standards since 2000, prior to passage of NCLB. Subject areas reviewed are U.S. history, English/language arts, mathematics, science and world history. The report finds that 37 states have updated or revised their state standards in at least one subject during that period, but still finds the standards "as mediocre as ever," with the average grade for state standards remaining a C-. The report finds that two-thirds of the nation’s K-12 students attend schools in states with C-, D-, or F-rated standards. (Chester E. Finn, Jr., Michael J. Petrilli and Liam Julian, the Thomas B. Fordham Foundation, 2006)
