Document Number: 7295 Building on Results: A Blueprint for Strengthening the No Child Left Behind Act - Released at the five-year juncture of No Child Left Behind, this “blueprint” is designed to help schools, districts and states meet the law's ambitious goals. The Department of Education proposal would revise or strengthen several NCLB provisions, including: comparison of state and National Assessment of Educational Progress (NAEP) scores on same report card; growth models to measure student progress; rigorous high school coursework and assessments; incentives for teachers in high-need subjects and schools; incorporation of science scores into accountability calculations; and flexibility with use of funds and order of consequences. The department also proposed allowing districts to override state charter school caps and teacher contracts to improve low performing schools. (U.S. Department of Education, January 2007)
