Building on Results: A Blueprint for Strengthening the No Child Left Behind Act - Released at the five-year juncture of No Child Left Behind, this “blueprint” is designed to help schools, districts and states meet the law's ambitious goals. The department also proposed allowing districts to override state charter school caps and teacher contracts to improve low performing schools.
