Issues in Funding Early & Middle College High Schools MS Word PDF - Early and middle colleges allow students to earn a high school diploma free of cost while gaining postsecondary credit in a small school environment. To help determine how state funding systems for early/middle colleges differ from funding programs for traditional schools, ECS reviewed the funding policies for these seven states. This review focuses on three funding issues in particular: (1) How does the state fund early/middle colleges compared to traditional high schools?
