Document Number: 8151 States Have Broad Flexibility in Implementing Perkins IV - Perkins IV established student performance measures at the secondary and postsecondary levels for state agencies. The Government Accountability Office surveyed the career and technical education (CTE) directors in each state and the District of Columbia on: (1) how states have implemented those performance measures and the challenges they faced in implementation; (2) the extent to which the U.S. Department of Education has held oversight to the performance measures and supported the state efforts; and (3) the U.S. Department's analysis of the effectiveness of CTE programs.
