No Child Left Behind Act:: Enhancements in the Department of Education's Review Process Could Improve State Academic Assessments - GAO examined: (1) Changes in reported state expenditures on assessment and how the states spent the funds; (2) Factors entered into the states decisions about question and test content; (3) Challenges the states faced; and (4) The extent to which the Department of Education has supported state efforts to comply with assessment requirements of the Act. GAO recommends the Department: (1) Incorporate assessment security into its peer review process; (2) Improve communication during the review process; and (3) Identify for the states why peer review decisions, in some cases, differed from the written comments of the reviewer.
