Plotting School Choice: The Challenges of Crossing District Lines - This report notes that the goal of choice is "to alleviate the detrimental effects of concentrations of poor, minority, and low-achieving students by moving these students into primarily middle-class, higher-performing schools." Those schools already benefit from "high standards, good teachers, active parents, adequate resources, a safe and orderly environment, a stable student and teacher population."
