College Persistence and Completion Strategies: Opportunities for Scaling Up - An examination of academic literature, state policies and specific campus-based initiatives regarding higher education access and completion suggests that a great deal of work remains to be done to ensure broad-based academic success. The authors concluded that access is not enough ówe need a new commitment to address persistence. Among their recommendations are expanding financial assistance, building on the Twenty-first Century Scholars Program, and targeting at-risk students.
