Document Number: 9121 Teacher Effectiveness and Teacher Compensation - Consideration of performance-based compensation begins with the need to define effective teaching. Level of education and years of experience, the current salary determinants for most school districts, have not shown a correlation with student achievement. Any single measure of teacher quality will have some strengths and weaknesses.
