Document Number: 9371 Class Size: What Research Says and What it Means for State Policy - Class-size reduction (CSR) has been shown to work for students in some grades in some states and countries, but less favorable or imperceptible effects have been found in other, similar settings. CSR is very expensive; the costs and benefits of class-size mandates need to be carefully weighed against all of the alternatives when difficult budget decisions must be made.
