An International Comparison of Early Childhood Initiatives: From Services to Systems - A review of efforts in four countries finds that the U.S. and Canada "have the least well-developed early childhood policies at the national level." The report also suggests a number of "building blocks" to create a foundation for a stronger early childhood system, based on its examination of the experiences in England, Canada, and Australia.
