Understanding School Discipline in California: Perceptions and Practice - This report on a new EdSource survey of 315 school districts—representing two-thirds of public school students in California—sheds new light on how the state implements student discipline policies. A National Report Card on Protecting Children During Disasters - This document grades the U.S. states on four criteria of preparedness in case the community encounters a disaster. They look at the progress in meeting four basic standards for protecting children: (1) A plan for evacuating kids in child care--less than half meet this standard; (2) Reunifying families after a disaster--less than half meet this standard; (3) A written plan for children with special needs--less than 2/3 meet this standard; and (4) Evacuation plan for schools--ll do not meet this standard. Less than a fourth of the states meet all four basic preparedness standards. (Save the Children, November 2010)...

National Association of Attorneys General Task Force on School and Campus Safety - Most incidents of school and campus violence involve perpetrators identified as avengers responding to real or perceived injustice. These tend to be "insiders," students or school personnel who exhibited warning signs. Therefore, the task force advises that schools identify a person or team to field reports of disturbing behavior and assess them. Further, schools should implement and expand efforts to prevent bullying, including cyber bullying. Federal and state privacy laws should be clarified and, perhaps, changed to facilitate communication regarding worrisome behavior. Federal law preventing persons from purchasing firearms who are adjudicated as dangerous to themselves or others should be better enforced. Hotlines should be created to receive anonymous reports, emergency management plans created or upgraded with state funding contingent on them, and colleges should implement a redundant, multi-point communications system. Mass Shootings at Virginia Tech - On April 16, 2007, a Virginia Tech student murdered 32 and injured 17 students and faculty in two related incidents. Three days later, Virginia Governor Tim Kaine commissioned a panel of experts to conduct an independent, thorough and objective review of the tragedy and to make recommendations regarding improvements to the Commonwealth’s laws, policies, procedures, systems and institutions, as well as those of other governmental entities and private providers. This report contains the findings of the panel. (Virginia Tech Review Panel, August 2007)...

Report on the Implementation of the Gun-Free Schools Act in the States and Outlying Areas - The Gun-Free Schools Act requires states to report information about the implementation of the act annually to the U.S. secretary of education. The U.S. Department of Education requires each state to submit an annual report that provides: (1) the number of students expelled; (2) the number of expulsions modified on a case-by-case basis; (3) the number of modified cases that were not for students with disabilities; and (4) the number of expelled students referred to an alternative school or program.
