Behavioral Interventions Effective for Preschoolers with ADHD - A study funded by the National Institute of Mental Health and conducted by Project Achieve at Lehigh University shows that non-medical treatments of young children (three to five years old) with ADHD symptoms can be effective. The study randomly assigned 135 children enrolled in center- or school-based early education programs to two groups. In one, parents attended education workshops on child development and parenting and in the other, parent workshops were supplemented by more individualized interventions. Children in both groups made significant, and similar, gains in behavioral, social, emotional, and pre-literacy skills. (National Institute of Mental Health, August 2007)...

IDEA Reauthorization: Challenging Behavior and Students with Disabilities - This paper contains an overview of discipline provisions in the Individuals with Disabilities Act (IDEA), followed by a summary of the cessation of services aspect of IDEA, arguing it decreases the number of dropouts, who cost the United States $200 billion in lost earnings and taxes each year. Special education students have higher dropout rates than regular education students. Information is included on positive behavioral intervention strategies and supports as an effective approach to prevent serious and repeated disciplinary infractions and interim alternative-education settings as short-term solutions for dealing with students who don’t respond to positive behavior interventions, strategies and supports. Student Discipline: Individuals With Disabilities Education Act - This report examines the impact of serious student misconduct on schools, whether the impact is attributable to special education or regular education students, any differences in discipline between the two groups and what role the Individuals with Disabilities Education Act (IDEA) plays in schools’ ability to properly discipline students with disabilities. Regular education students account for more total incidents of misconduct, though special education students have a much higher rate of misconduct. Principals report taking similar disciplinary actions with both groups. IDEA has a limited role in school discipline, as 86% of principals report operating under local policies providing protections for special education students exceeding those found in IDEA. Special Education: Clearer Guidance Would Enhance Implementation of Federal Disciplinary Provisions - This report is based on a United States General Accounting Office (GAO) study of special education disciplinary placements in three states – Illinois, Maryland and North Carolina. These states reported they are providing a range of services to disciplined special education students, but state and local school district officials may not have the specific information they need to comply with federal requirements, and therefore disciplined special education students may not receive timely protections and services. The report recommends that the Secretary of Education issue supplemental guidance to state and local education agencies to assist them in implementing IDEA's disciplinary provisions.
