State Equity Plans that Address Working Conditions as a Means to Increase Teacher Retention and Equitable Teacher Distribution PDF - NCLB requires that all teachers of core academic subjects be highly qualified. States are working diligently to achieve this goal, but are facing many obstacles. One of the largest challenges that states face is the issue of equitable distribution of experienced teachers. Late Hiring of New Teachers in Delaware - Public schools in Delaware hire approximately 66% of their new teachers in August or later, a pattern that can cost districts the chance to attract the best new teachers. This policy brief examines factors that delay the hiring of new teachers, contains a brief case study of two Delaware school districts using different hiring and retention practices and identifies policy considerations. The authors recommend: (1) improving the timeliness of budget decisions based on enrollments; (2) increasing flexibility regarding internal transfers and new hires; (3) effectively using technology; and (4) implementing teacher retirement notification incentives.
