Fostering the Use of Educational Technology: Elements of a National Strategy - This report identifies principles for guiding public officials, educators, and others concerned with increasing the use of technology to improve the performance of schools and school systems. Prepared as a result of RAND's Critical Technologies Institute (CTI) participation in federal efforts to plan a research agenda and develop a national educational technology plan, it is based upon a series of workshops, interviews, and literature reviews. This report takes stock of the current status of the use of technology by U.S. public elementary and secondary schools and suggests some of the challenges that face educators and policymakers as they seek to expand and deepen the use of technology in schools. National Broadband Plan--Chapter 11: Education - The demands of the new information-based economy require substantial changes to the existing education system. Broadband can be an important tool to help educators, parents and students meet major challenges in education. This report contains recommendations to: (1) Help improve online learning both inside and outside of the school; (2) Gather and provide data that fosters innovation; and (3) Change the E-rate program which offers schools and libraries discounted services to improve broadband availability. National Broadband Plan--Executive Summary - In early 2009, Congress directed the Federal Communications Commission to develop a National Broadband Plan to ensure every American has "access to broadband capability." The plan needed to include a detailed strategy for achieving affordability and maximizing use of broadband to advance "consumer welfare, civic participation, public safety and homeland security, community development and education--among other things. To fulfill Congress's mandate, the plan seeks to ensure that the entire broadband ecosystem is healthy. The plan makes recommendations to the FCC, the Executive Branch, Congress and state and local governments. (FCC, March 2010)...

2010 Horizon Report - The annual Horizon Report identifies and describes six areas of emerging technology likely to have a significant impact on teaching, learning or creative expression in higher education within three adoption horizons: a year or less, two to three years and four to five years. The areas of emerging technology cited for 2010 are: (1) Time to adoption of a year or less--mobile computing and open content; (2) Time to adoption two to three years--electronic books and simple augmented reality; and (3) Time to adoption of four to five years--gesture-based computing and visual data analysis. Horizon Report 2010 K-12 Edition - This volume examines emerging technologies for their potential impact on and use in teaching, learning and creative expression within the environment of K-12 education. It identifies five areas where federal, state and local governments can collaborate to build on the success of NCLB and accelerate the transformation of our education system. Networked for Learning: Enabling 21st Century Student Success - This paper argues that the 21st century requires a new model for education that relies on increased collaboration and a new approach to managing technology infrastructure.
