Here are some questions for policymakers to consider in evaluating the effectiveness of their states’ licensure and certification system:

  • Is it working? Does it produce candidates who are successful leaders?
  • Is it preventing good candidates from entering the system?
  • Does the licensure system ensure that candidates acquire the skills needed to raise student achievement for all children?
  • Does the licensure and certification system adequately measure the knowledge and skills of school and district candidates?
  • Should there be an alternative certification system?
