Here are some key questions for policymakers to consider in addressing the leadership shortage:

  • What can be done to attract already certified administrators into active duty?
  • What professional conditions and practices need to change so that highly qualified people choose to enter the profession?
  • What can be done to increase the representation of women and minorities in education leadership positions?
  • How do we recruit the best leaders for hard-to-staff schools?
  • How can mentoring and induction, distributed-leadership models and school and district governance structures be used to support principals and superintendents?
  • What alternative modes of certification and professional entry should be considered?
  • Should leaders from other occupations be considered in education leadership jobs? What requirements would they have to meet to enter the system?
