Education Assistance Could Help States Better Measure Progress of Students with Limited English Proficiency - No Child Left Behind includes several requirements related to the performance of English language learners (ELL). This report examines: (1) the extent to which ELL students are meeting adequate yearly progress goals, (2) what states have done to ensure that results from reading and math assessments are valid and reliable for ELL students, (3) how states are assessing English proficiency and what they are doing to address the validity and reliability of these assessment results, and (4) how the Department of Education is supporting states’ efforts to meet NCLB assessment requirements for these students.
