Tuition-Setting Authority for Public Colleges and Universities PDF - As appropriations to public postsecondary institutions continue to decline, state legislators and higher education leaders have considered the tuition-setting question. This ECS analysis categorizes tuition-setting authority by entity (e.g., legislature, system, institution) and by postsecondary sector (e.g., two- and four-year institutions). It shows that the majority of states vest tuition-setting authority in local institutional boards. (Matthew Smith, Education Commission of the States, October 2012)....

In-state Tuition for Undocumented Immigrants MS Word PDF - As immigration to the United States increases, more and more students are entering the education pipeline. Many of these newly arrived students are undocumented, or “illegal” immigrants, and denied the full rights of American citizenship, including educational benefits such as in-state tuition at public colleges and universities. Some states have passed legislation that extends in-state tuition to undocumented immigrants, others have proposed laws that restrict the awarding of in-state tuition to these same immigrants. This ECS StateNote provides a summary of states that have passed or have considered legislation regarding tuition for undocumented immigrants. Guide to State Residency - In the United States, public higher education institutions use "state residency" (the place of a student's permanent home) as the key factor to judge eligibility for in-state tuition. This difference can mean thousands of dollars in annual fees. This guide informs students, parents, counselors and others about changes in the determination of residency for tuition purposes at state-supported higher education institutions. ...

Washington State Tuition and Fee Report - Washington higher education officials conduct an annual survey of tuition and fee rates of all 50 states to determine how Washington compares nationally and with other western states. In addition, staff examine how tuition and fees and individual Washington institutions compare and contrast with institutions nationwide. The 2005-06 analysis found that state resident undergraduates pay less than national average for four-year institutions, as do community college students. Differences between Washington and “average” tuition and fee rates are significantly below their peer institutions, however. (Washington Higher Education Coordinating Board, February 2006) ...

Department of Education Improves Rules Guiding Resident Tuition Determinations - A 2003 Florida Office of Program Policy Analyses & Government Accountability report found major weaknesses in the systems used by Florida's universities and community colleges to determine students' residency status and presented recommendations to the state legislature to improve the system. This report contains information on progress taken in response, finding that most of the actions recommended by the 2003 report have been taken, although the department of education decided not to require periodic internal reviews to identify errors leading to costly miscalculations. Also, although the legislature passed a bill that would have further tightened rules for reclassifying nonresident students as residents, the governor vetoed the bill due to concerns about its potential effect on some students.
