WWC Review of the Report "The Effects of School Vouchers on College Enrollment: Experimental Evidence from New York City" - WWC reviews a study on whether private school vouchers to public school students from low-income families affected their later rates of college enrollment. While the study found no impact on college enrollment rates in general, there was a positive and statistically significant influence for African American students. Bill Haslam with studying possibilities for a voucher system that would fit Tennessee's particular needs, the Task Force on Opportunity Scholarships took a year to come up with options that won consensus, if not unanimity.
