Survey Analysis: State Statutes and Regulations Governing the Operation of Degree-Granting For-Profit Institutions of Higher Education MS Word - ECS surveyed 11 states to inquire about their statutes and regulations governing the operation of for-profit institutions of higher education. Based on the survey analysis, it appears that for-profit institutions are not singled out in the regulatory process. Protecting Tennesseans from Education Fraud - This report gives an analysis of how Tennessee is protecting the public from fraudulent educational institutions, which are commonly known as diploma mills.
