State Pre-K Funding: 2012-13 School Year PDF - The Education Commission of the States reviewed policies across all 50 states to determine 2012-13 state expenditures on pre-K programs serving 4-year-olds. The goal of this analysis was to determine how state commitment to pre-K programs serving 4-year-olds fared during a flat budget year. Findings indicate that while 26 states cut K-12 funding in 2012-13, state funding for pre-K programs serving 4-year-olds increased by 3.6%. With increasing awareness of the impact quality early learning has on 3rd –grade reading proficiency, many states are preserving or even boosting their funding for pre-K. Lessons from New York City's Universal Pre-K Expansion: How a Focus on Diversity Could Make It Even Better - Over a year into his term as mayor of New York City, Bill de Blasio’s administration launched pre-K expansion with remarkable speed, nearly tripling the number of children in full-day pre-K programs from fall 2013 to fall 2014. The State of Preschool 2014 - The good news: state funding for Pre-K increased by nearly $120 million in 2013-14. The bad news: programs have yet to fully recover from the impacts of half a billion dollars cut in 2011-12. Enrollment grew modestly by 8,535, nearly half of which went to recouping 4,000 seats lost in 2012-13. State Pre-K quality standards improved. Outcome Evaluation of the Minnesota Reading Corps PreK Program - AmeriCorps members within the Minnesota Reading Corps PreK Program significantly boosted emergent literacy skills of preK students aged 3, 4 and 5. In this evaluation, they helped 4- and 5-year-olds meet or exceed spring targets for kindergarten readiness in all five assessed areas. By the end of the school year, 3-year-olds significantly outperformed students in comparison classrooms in rhyming words and picture names. Indiana Early Learning Advisory Committee: A Summary Report of the Early Learning Advisory Committee's Work and Recommendations to the Governor and Legislative Council - Indiana is one of the few states in the country with no state-supported preschool. In an effort to address the problem, an Early Learning Advisory Committee was formed in 2013 and this is the committee's first report. Among their findings: 67 percent of Indiana's children require care because their parents work and half of Hoosier families have incomes that make paying for care a significant burden. The State of Preschool 2011 - The 2011 State Preschool Yearbook is the newest edition of NIEER's annual report profiling state-funded prekindergarten programs in the United States. This latest Yearbook presents data on state-funded prekindergarten during the 2010-2011 school year as well as documenting a decade of progress since the first Yearbook collected data on the 2001-2002 school year. Hawai'i P-3 Initiative: Findings from the First Year of the Evaluation - Recent efforts to improve K–12 educational outcomes have had mixed success. One possible reason is that many students entering kindergarten lack the basic skills to succeed in school. In 2007, with support from the W. K. Kellogg Foundation, Hawai'i launched its P–3 initiative, the early childhood component of the state's P–20 work. This report of the first year of RAND's multiyear evaluation of the P–3 initiative examined plans, activities, and policy in two demonstration sites and at the P–20 level. Steps Taken to Improve the VPK (Voluntary Prekindergarten Education) Program; Additional Actions Needed to Increase Program Accountability - The Department of Education has taken steps to address several accountability issues identified in their 2008 report on the program. The department has increased data on screening requirements given to providers, improved data record matching, and improved the timeliness of the release of provider readiness ratings. However, the department should take added steps to strengthen program accountability by annually reporting the percentage of kindergarten students who meet all state readiness measures and by including this percentage in its provider rating methodology. Leadership Matters 2010 - The 2010 edition of Leadership Matters is only available as an electronic version, allowing great interactive features. In spite of widespread fiscal distress in the states, the Fiscal Year 2011 budget proposals from the nation's governors and the mayor of the District of Columbia keep overall state funding for pre-kindergarten near the previous year's levels. Votes Count: Legislative Action on Pre-K, Fiscal Year 2009 - For fiscal year 2009, 32 state legislatures and the Council of the District of Columbia acted to increase their investments in high-quality, voluntary pre-kindergarten programs even in the face of declining revenues and rising deficits. These increases will bring total state pre-kindergarten funding to a record $5.2 billion nationally and provide opportunities to roughly 46,000 additional children across the country. The findings underscore a growing interest among federal and state policymakers in targeting limited public resources to effective programs backed by research. State of Preschool 2009 - Sixth in a series of annual reports profiling state-funded prekindergarten programs in the United States. This latest yearbook presents data on state-funded programs during the 2007-2008 school year. The first annual report established a baseline which is now used to measure progress over seven years. Votes Count: Legislative Action on Pre-K, Fiscal Year 2009 - At the beginning of 2008, seven states (Florida, Georgia, Iowa, Illinois, New York, Oklahoma and West Virginia) were already providing or were phasing in voluntary pre-kindergarten for all children.
