Improving Early Education Programs through Data-based Decision Making - This guide discusses five different methodologies for evaluating early education programs and the merits of each. It also provides a list of assessment instruments that evaluators can use to measure child outcomes and program quality. (National Institute for Early Education Research, 2011)...

A Quiet Crisis (Early Childhood) Policy Statement - This policy statement from the Council of Chief State School Officers offers several recommendations to build an early education system that upholds consistent expectations, practices and standards and aligns with the early elementary grades. (Council of Chief State School Officers, November 2009)...

On the Cusp in California - Based on examples of pre-k-to-3rd alignment efforts in California, this report calls for the development of longitudinal data systems that would allow teachers from pre-k through third grade to collect data about how children progress through the years and use it to inform quality improvement efforts. Additionally, the author urges the establishment of a pre-k-to-3rd credential that recognizes the unique needs of children at this stage of development and provides teachers with the necessary knowledge and skills to meet those needs. (Linda Jacobson, New America Foundation, October 2009)...

Multiple Purposes for Measuring Quality in Early Childhood Settings: Implications for Collecting and Communicating Information on Quality - This brief emphasizes the need to articulate the purpose of assessment and to make decisions accordingly. Even though experts caution against using the same quality measure for multiple purposes, this brief recognizes that many states and communities may have to do just that due to limited resources. It describes four concerns regarding this practice and offers possible steps to alleviate--though not eliminate --them. (Child Trends, May 2009)...

What We Know and Donít Know About Measuring Quality in Early Childhood and School-Age Care and Education Settings - This brief raises questions about the extent to which existing quality measures can be applied across age groups and early childhood settings and to special populations, such as English language learners. (Child Trends, May 2009)...

Quality Rating and Improvement Systems as the Framework for Early Care and Education System Reform - This brief focuses on the potential for quality rating and improvement systems to be the unifying framework for creating the early care and education system of the future. (Anne Mitchell, Build Initiative, April 2009)...

Including Infants and Toddlers in Quality Rating Systems - White paper from September 2008 meeting where quality ratings indicators were discussed. (National Infant and Toddler Child Care Initiative, September 2008)...

State Indicators for Early Childhood - This report from the National Center for Children in Poverty helps define what early childhood systems change means and how to know if it's happening. It provides specific criteria for choosing indicators to track systems change and recommends 36 indicators that best meet these standards. (National Center for Children in Poverty, June 2008)...

Early Childhood Program Evaluations: A Decision-Makerís Guide - This guide allows policy makers to interpret and assess the quality of early childhood program evaluations by helping the reader answer five key questions: Is the evaluation design strong enough to produce trustworthy evidence? What program services were actually received by participating children and families and comparison groups? How much impact did the program have? Do the programís benefits exceed its costs? How similar are the programs, children and families in the study to those in your constituency or community? (Harvard University, December 2007)...

Five Steps for Selecting an Evaluator: A Guide for Out-of-School Time Practitioners - This Child Trends brief provides step-by-step advice on how to select an evaluator for "out-of-school time programs," much of which is applicable to early education programs as well. (Child Trends, October 2007)...

Quality in Early Childhood Care and Education Settings: A Compendium of Measures - This compendium from Child Trends provides an overview of instruments that assess the quality of early childhood education settings. It includes fact sheets for more than 30 measures with key information such as cost and the time needed to administer each. A number of charts also allow the reader to make comparisons among the measures based on the ages of children and program settings they are designed for, the primary purpose of the instrument (e.g., monitoring vs. evaluation), the intended user, and the data collection methods (e.g., observation, interview, survey)....

Dictionary of Statewide Evaluation Indicators - This publication provides a menu of indicators that help states develop a comprehensive overview of the status of young children and their families in a community. These indicators include measures of child health, family functioning, early care and education, and social-emotional development. In addition, the report also offers indicators that help measure the performance of the early childhood system itself. These indicators examine the accessibility of services, service delivery, cultural competence, coordination and integration of services, accountability, and financial sustainability. (First Five California, February 2004)...
