The Education for Homeless Children and Youth Program: Learning To Succeed – Volume I: Reducing Barriers for Homeless Children and Youth for Access and Achievement - Drawing from surveys of state homeless education coordinators and site visits, this report provides a snapshot of the state policies and programs in place when the McKinney Act was reauthorized in January 2001 as part of the No Child Left Behind Act. The report highlights areas identified as the greatest barriers in providing educational services to homeless students, provisions states are most readily able to comply with and the varying types of data states require districts to collect on homeless student populations. The report also notes McKinney funding levels by state, innovative district-level programs overcoming common challenges to serving homeless children and youth, as well as recommendations and policy implications.
