Highly Mobile Children and Youth With Disabilities: Policies and Practices in Five States - This document’s primary focus is on a subset of the population of mobile children — infants, preschoolers, children and youth with disabilities and their families who are highly mobile. A background section provides information about policies and practices for mobile children under the federal McKinney-Vento Program. The report also analyzes interviews with five state special education officials and McKinney-Vento program coordinators about meeting the needs of mobile children with disabilities. The Education for Homeless Children and Youth Program: Learning To Succeed – Volume II: Educating Homeless Children and Youth: A Resource Guide to Promising Practices - Beginning with a brief overview of the provisions of the McKinney-Vento Act, the authors indicate the promising practices in place in Illinois, Oregon, Texas and six districts nationwide to confront the challenges faced by state homeless education coordinators and others in serving homeless children and youth. The appendices include a directory of a sampling of state agencies and national advocacy organizations for the homeless, a list of recent publications on homeless education, and a brief Q&A on serving homeless special education students. The Education for Homeless Children and Youth Program: Learning To Succeed – Volume I: Reducing Barriers for Homeless Children and Youth for Access and Achievement - Drawing from surveys of state homeless education coordinators and site visits, this report provides a snapshot of the state policies and programs in place when the McKinney Act was reauthorized in January 2001 as part of the No Child Left Behind Act. The report highlights areas identified as the greatest barriers in providing educational services to homeless students, provisions states are most readily able to comply with and the varying types of data states require districts to collect on homeless student populations. The report also notes McKinney funding levels by state, innovative district-level programs overcoming common challenges to serving homeless children and youth, as well as recommendations and policy implications.
