Error: Issue section abstract not found.California Children & Families Commission - Created by Proposition 10 and the 1998 Children and Families Act, the commission is charged with administering the estimated $700 million to be generated by a 50-cent increase in the cigarette tax. Funds go to programs for children age 0-5 and their families, and counties must develop strategic plans to receive funding. The commission also is defining outcomes by which the impact of this legislation will be measured....
