Do Lotteries Hurt the Poor? Well, Yes and No - This paper is a summary of the testimony of Professor Charles T. Clotfelter of Duke University to the North Carolina House Select Committee on a State Lottery. In his testimony, Clotfelter attempts to answer the question of whether state lotteries negatively impact the poor more so than other economic groups. In the end the facts show there is no clear answer to this question. This paper is a good resource for understanding who plays state lotteries and how much they spend. (Charles T.
