Hispanic Border Leadership Institute (HBLI) - The HBLI is a consortium of eight higher education institutions serving five southwestern states: Arizona, California, Colorado, New Mexico and Texas. The HBLI's mission is to improve the education of Hispanics from pre-kindergarten to doctoral studies by creating systemic change by developing leadership skills of elected school board members, community college trustees and university regents, and helping state legislators to shape state laws through research and seminars. HBLI is a six-year initiative funded in part by the W. K. Kellogg Foundation....
