School Prayer, Moment of Silence, Other Policies Concerning Religion MS Word - A number of states require schools to conduct a period of silent reflection, while others might allow it, but don’t require this practice. Rather than addressing it at the state level, some states provide local boards of education with the authority to require a moment of silence. Few states (7) address the issue of reading Bible passages in the schools or posting the Ten Commandments (4). And, although the inclusion or exclusion of creationism in the teaching of school science continues to stimulate broad debate, state policies in this area are not common.
