The following policy issues cut across the education continuum and deal with early learning, elementary and secondary education in addition to postsecondary concerns:

Closing the Achievement Gap
Today, Black and Latino students are much less likely than white students to graduate from high school, acquire a college or advanced degree, or earn a middle-class living. This Issue Site examines the causes and effects of the achievement gap, and also offers a look at some of the strategies and reforms that states, districts, schools, philanthropic organizations and others are using to help boost the achievement of ethnic and racial minority students.

Community Colleges
State policymakers increasingly look to community colleges to provide access to growing numbers of students, retraining for displaced workers and those leaving the welfare rolls; support for K-12 reform efforts; and leadership in state and community economic development efforts. This Issue Site features information on a variety of issues as they relate to community colleges, including enrollment, finance, governance and economic development.

Governance
The state role in American postsecondary education has evolved over the years and is still evolving. Postsecondary governance structures are adapting to changing public needs and calls for accountability and reform. This Issue Site includes information on state strategic/master plans for postsecondary education and a database on postsecondary governance structures.

P-16
P-16 is the shorthand term for a student-focused, comprehensive and integrated system that links all education levels from preschool (P) through the senior year of college (16). It is a powerful framework for policymakers' use to improve teaching and learning and thus better prepare students for living, learning and working in a changing world. This Issue Site contains information on P-16 activity in the states and examines a number of policy questions surrounding P-16 redesign.
