Tool to Help States Revise Plans to Have Highly Qualified Teachers in Every Classroom
The original deadline for all teachers to be considered highly qualified has passed. Although states are making progress towards meeting this goal, it was not met by the 2005-06 deadline. The U.S. Department of Education required that states submit revised plans addressing how they intend to meet this goal by the end of the 2006-07 school year. Revised plans were due July 7, 2006 and peer review results for these plans were released on August 16, 2006.
Six criteria
were considered by the peer reviewers when determining the status of state plans. Nine state plans were accepted by reviewers, 39 state plans met some criteria and four state plans did not sufficiently address any of the requirements.
The 39 states that partially met the requirements must review plan components that were not met, or only partially met, and submit revised plans to the U.S. Department of Education on or before September 29, 2006. ECS has streamlined the accepted state plans and reviewer's comments in this database to assist states in the plan revision process.
