The No Child Left Behind Act (NCLB) mandates that states require teachers to meet "Highly Qualified Teacher" (HQT) requirements. Another outcome of the NCLB Act was a set of federal standards for paraprofessionals employed in Title I, Part A, funded schools, who provide instructional support in the classroom.

For teachers to be deemed highly qualified, they must:

1. Have a bachelor's degree,
2. Have full state certification or licensure, and
3. Prove that they know each subject they teach.
