Back to Teaching Quality main page. The No Child Left Behind Act (NCLB) mandates that states require teachers to meet "Highly Qualified Teacher" (HQT) requirements. Another outcome of the NCLB Act was a set of federal standards for paraprofessionals employed in Title I, Part A, funded schools, who provide instructional support in the classroom.
