For many years, most states have had strategies to support and improve low-performing schools. With the passage of the No Child Left Behind (NCLB) Act, states and districts are required to provide technical assistance to schools that do not make adequate yearly progress (AYP) for two or more consecutive years. Given the continuum of interventions schools face if they do meet AYP goals, the state role in building local capacity and improving low-performing schools is more important than ever.
