While increasing college participation — especially among minority and low-income youth and older adults — remains a priority for many states, the postsecondary agenda is shifting more toward boosting completion rates. State and federal policymakers and several national foundations have recognized that educational attainment rates must be raised significantly if the United States is to remain competitive in the global markets. Further, a growing percentage of jobs over the next decade will require a postsecondary credential or degree, and higher education systems and institutions will have to produce more graduates and in particular fields to meet workforce demands. The information provided in this section details the challenges states face as they seek to improve college success and provide possible policy solutions to problems of preparation, participation, remediation, affordability, completion, finance and student learning.
