State Policy Responses to Low-Performing Schools Under NCLB: What is the Role of Charter Schools?

On May 21, 2004, the Education Commission of the States (ECS) convened a group of state policymakers in Denver, Colorado, to talk about the possible roles that charter schools can play in state responses to low-performing schools under the No Child Left Behind (NCLB) Act. There were 44 people from 15 state teams, as well as 11 individuals representing eight national organizations, in attendance.
